Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the Information Technology Manager I, the Information Technology (IT) Security Specialist provides services within the domain of Information Security. This role is responsible for the complex tasks involved in the initiation, design, development, testing, operation, and protection of IT environments. The goal is to mitigate disruptions caused by natural disasters, cyber threats, and other malicious activities.

Under California Government Code Section 14200, this position is eligible for hybrid teleworking and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria are met.

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be conducted in California and  cleared prior to being hired.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Familiarity with NIST 800-53.
  • Demonstrated experience with information technology security fundamentals.
  • Experience in securing and protecting IT Hardware & Software Infrastructure and Data for a large enterprise.
  • Experience in securing and protecting a Virtual Infrastructure, on premises, in a datacenter, and in the cloud.
  • Demonstrated experience with other areas of information technology such as network and server administration.
  • Experience developing internal procedures to ensure compliance with applicable State laws and policies.
  • An understanding of how the applicable NIST controls may be implemented by an enterprise.
  • Experience with developing or updating project plans for IT projects including information such as project objectives and requirements, technologies, and systems.
  • Demonstrated ability to work as part of a team and individually to meet expectations.
  • Demonstrated excellent interpersonal skills and effective verbal and written communication skills.
  • Strong time management, workload organizational skills, and teamwork.
  • Demonstrated ability to exercise initiative, flexibility, and cooperation.
  • Demonstrated ability to reason well and use good judgement.
  • Demonstrated experience with Windows and RedHat/Linux operating systems.
  • Excellent troubleshooting and remediation skills.
  • Ability to plan, organize, and adapt to changing assignments and priorities, and to work effectively under pressure to meet deadlines.

Statement of Qualifications

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position.   3. Describe in detail your role in designing and implementing cybersecurity technologies (such as firewalls, IPS, anti-virus, SIEM, PAM, network traffic analyzers).
